Autonomous vehicles: Applications and challenges in Greece

Autonomous driving is one of the most innovative developments in the automotive industry, aiming to improve the safety, comfort and efficiency of travel. The technologies supporting autonomous vehicles include advanced sensor systems, artificial intelligence and machine learning, allowing vehicles to perceive their environment and make decisions in real time.

In Greece, significant steps have been taken towards the integration of autonomous driving. In 2022, a ministerial decree was published in the Government Gazette setting out the legal framework for the circulation of autonomous vehicles in the country. According to it, autonomous vehicles are permitted to circulate for research purposes, under the supervision of research institutions and universities, on pre-defined routes and at specific speeds.

A typical example of the application of this technology is the Municipality of Trikala, which participates in European programs for the development and testing of autonomous vehicles. In 2024, three autonomous vehicles were presented in Trikala, including the HAV, a Greek autonomous vehicle developed by the Democritus University of Thrace, and a specially configured Peugeot e-Expert. These initiatives demonstrate Greece's commitment to promoting innovative transport solutions.

Despite these advances, the widespread adoption of autonomous driving in Greece faces significant challenges. The need for further infrastructure development, such as 5G networks, smart roads and sensor systems, is a key obstacle, while the legal framework remains inadequate, with issues such as liability in the event of an accident and insurance coverage needing clear regulations. In addition, the high cost of production and maintenance of autonomous vehicles makes them unaffordable for the average consumer, while public awareness and trust remain low due to concerns about the safety and reliability of the technology. Nevertheless, ongoing research efforts, pilot applications and enhanced public-private cooperation create optimism for the future of autonomous driving in the country.
